creat a new notepad and name it cheats.ini in the bioshock folder go to DefUser.ini and in file press save as… and save that to cheats.ini press yes then remove the old DefUser.ini (like to your desktop to backup it) then rename the file cheats.ini to DefUser.ini and then open and enter your cheats.

that happend to me too but i pressed all the fs like if f10 dosnt work press f1 f2 f3 f4 untill f12 caz it woked to me f3
